ABSTRACT
Quantum Mechanics, the physical theory describing the microworld, represents one of science's greatest triumphs. It lies at the root of all modern digital technologies and offers unparalleled correspondence between prediction and experiments. Remarkably, however, after more than 100 years it is still unclear what quantum mechanics means in terms of basic philosophical questions about the nature of reality. While there are many interpretations of the mathematical machinery of quantum physics, there remains no experimental means to distinguish between most of them.
In this contribution, (based on a discussion at the NYAS), I wish to consider the ways in which the enduring lack of an agreed upon interpretation of quantum physics influences a number of critical philosophical debates about physics and reality. I briefly review two problems effected by quantum interpretations: the meaning of the term 'Universe' and the nature of consciousness. In what follows I am explicitly not advocating for any particular quantum interpretation. Instead, I am interested in how the explicit inability of modern physics to experimentally distinguish between interpretations with wildly divergent ontological/epistemological implications plays into discussions of physics and its description of the world.

The paper is useful because it clearly spells out the mass-insanity of the majority of quantum philosophers who only understand Bohr's Copenhagen POV as well as its spin-offs including BTW not only Many Worlds in all of its varieties, but even Yakir Aharonov's destiny-history QM and John Cramer's TI. i mean all non-Bohmian (1952) interpretations of QM that are "wave only" without "beables" (mis-named "hidden variables")Max Tegmark, to his credit, calls himself "Mad Max."
Frank's paper makes no mention of the Bohm interpretation.
Also Frank is not aware of the simplest most obvious solution to the hard problem starting with the Ansatz that quantum waves are not only "though-like" (Bohr, Jeans, Stapp …) but are thought itself! Hilbert space is literally "Mind Space."
Question : What in the physical world corresponds to mentality?
Answer: Quantum Wave Functions.
More specifically, unconscious (no qualia) behavior that can be intelligent, goal seeking etc., though need not be.
Technically, looking at Rod Sutherland's 2015 reformulation of David Bohm's 1952 pilot wave-particle theory as a fully relativistic locally retrocausal weak measurement Lagrangian theory (battle-tested action principle) in which many-particle entanglement does not require nonlocal configuration base-space of the Hilbert space fiber bundle, but is entirely local in 3D + 1 space-time due to the Costa-de Beauregard "zig-zags" (e.g. Huw Price's wave only theory covers this, but it seriously incomplete conceptually in the Bohrian rut). The beables are the classical physics structures in the Lagrangian that are independent of Planck's constant h. The advanced destiny-retarded (Aharonov "weak measurement") mind waves depend on h.

All of this mathematically rather precise in Sutherland's Lagrangian (so far only for classical particles not classical gauge field beables, but the handwriting is on the wall).
This post-quantum theory is non-statistical prior to any Born rule. It is` nonlinear (like Einstein's GR). It is non unitary (the h-pilot wave current densities are not conserved because they have beable sources) and, therefore (consistent with Antony Valentini's claims). Entanglement is now a keyless stand-alone command-control-communication-channel C^4 reducing NP problems to P not only allowing the hacking of orthodox QM encrypted networks, but beyond even Valentini, solving the hard problem of David Chalmers explaining "consciousness" as a natural physical phenomenon, and including the paranormal remote viewing explored by the KGB, the CIA et-al as told e.g. in Annie Jacobsen's new book "Phenomena".
